Шановний Георгій Георгійовичу!

1. Нещодавно Міністерство охорони навколишнього середовища подовжило ліцензію на видобувну діяльність «Кадоган Петроліум». Продовження ліцензії передбачає виконання повної програми компанією. Чи буде ця програма виконана?
3. Чи відомо Вам про ймовірні поклади газу в районі свердловини Бореня - 3 у Львівській області? В нас є інформація, що компанія приховала факт високого тиску газу, який спостерігався на вищезгаданій свердловині. Чи так це насправді?

Користуючись нагодою засвідчуємо свою повагу і надіємось на співпрацю. Ми проводимо зйомки сюжету для програми «Компанії та ринки» і просимо  надати  нам офіційний  коментар  щодо такої ситуації:
ТОВ «Юсенко Надра» у період з 19 жовтня 2007 року по 23 грудня 2009 року на підставі Спеціального дозволу на користування надрами № 3106 здійснювало геологічне вивчення та дослідно-промислову розробку покладів вуглеводнів Бітлянської площі, що розміщена у Турківському районі Львівської області. Зокрема, бурилася свердловина Бориня 3. На цій свердловині,  приблизно за 300 метрів до проектної глибини, різко зріс тиск до показників 970 атм, що свідчить про наявність значних запасів природного газу. Після чого буріння свердловини було припинене.  Об'єктивна Геологічна інформація, яка отримана в процесі буріння,   офіційно не зареєстрована і не доведена ні «Геоінформ України», як того вимагає чинне законодавство, ні Дочірньому підприємству Національної акціонерної компанії «Надра України» Західукргеологія, що володіє 10% Статутного фонду  ТОВ «Юсенко Надра». Всі геологічні дані, на підставі яких можна зробити висновки про реальні запаси газу на Борині 3, вилучені іноземними фахівцями-представниками власника ТОВ «Юсенко Надра»-Кадоган Петролеум плс. Останній в Україні працює через ТОВ «Кадоган Україна» (м.Київ, Іриненська 5/24, директор Дєлов І.В.)
На думку фахівців, втаємничити цю інформацію керівництво  Кадоган Петролеум плс вирішило з  причини полегшення   отримання дозволу на продовження дії ліцензії на новий термін.  В умовах, коли ТОВ «Юсенко Надра» не виконало в повному обсязі жодної з ліцензійних вимог, оприлюднення інформації про фактичне підтвердження наявності значних запасів газу на ліцензійній площі, знизило б їх шанси на позитивне вирішення Міжвідомчою комісією зазначеного питання  до нуля.

The situation around the gigantic oil and gas exploration, development and production company Cadogan Petroleum can be considered as a classical raid attack on behalf of the company's executive authority.  The state and shareholders of the British company are missing its profit. 
Analysts of the stock market consider companies of oil and gas sectors to be profit-making for capital expenditures. Though, soviet realias of conducing business, receiving permitting documents and, sometimes, even the mentality, play a tricky joke with investor. In particular, subsidiary companies of Cadogan Petroleum in Ukraine have more questions than answers. The example of this is when the activity of the successful company became under threat.

The Ministry of the protection of the environment extended the validity of the license of the British Cadogan Petroleum Company for the development of  Bitlensk oil and gas territory for the period of 5 years, up to 2014. The development of Pokrovsk, Pirkivsk, Zagoryansk and Bitlyansk reservoirs, which belong to the British company, were stopped last year. New executive authority explained it by the lack of profit. However, according to the documents of geologic Sambirsk expedition, Cadogan Petroleum hid the fact of the significant stocks of oil and gas on the licensed territory. According to the experts, today the license trade, in the sphere of the use of subsoil assets and underground  resources, is covered with corruptive schemes and scandal actions.
Analysts of the market think that the situation in the company is controversial. The situation which unfolds around Cadogan Petroleum can be preparation for acquisition by another company. Experts say that it is only the beginning. The advantages of the British company are visible - perspective gas and oil fields in Ukraine and access to capital markets (IPO at London stock exchange in 2008). Cadogan Petroleum was established in 2004 by the private investors for realization of oil and gas projects in CIS. Then, Cadogan Petroleum bought companies that owned licenses for the development of Pirkivsk and Pokrovsk gas reservoirs in the Eastern  Ukraine as well as companies owning licenses for hydrocarbon extraction in the Western Ukraine. Overall, the company owns 11 licenses which cover 14 territories, the total area of 1150 sq. km, with the well-proven and potential supplies of 83 million barrels of crude oil equivalent. The volume of recovery in the first half-year of 2009 made 239 barrels of crude oil equivalent per day. Net assets of the company amounted to 173 million of English pounds in summer 2009. However, despite favorable prospects for the development, the company has permanent problems with authorities and loses licenses.
The liquidation of the company in the situation of world crisis can be beneficial for some of shareholders as it provides opportunity to distribute available cash.  Today the company has $75 million of cash at its accounts. Similar amount can be received from the sale of drilling equipment and gas-processing plants. Consequently, $150 million is the value of the matter in dispute.  Let us remember that Cadogan Petroleum conducts exploration of gas condensate fields on the territory of 121 square kilometers of Dnipro and Donetsk basin. However, it is not right to accuse only authority in blocking the work of powerful company. On the contrary, in case of proving the fact of intentionally organized bankruptcy and concealment of important information, state can be affected.
According to the source (which asked not to disclose his/her name), the channel found out that Sambirsk drilling expedition, which conducted geological exploration and development of Bitlyansk territory (Lviv region), drilled well Borynya-3. 300 meters before the planned depth, the pressure of gas grew sharply, which proves the presence of considerable reserves of gas. (UBC Channel was given the information by the head of the Sambirsk drilling expedition - Yaroslav Misyachko.) Though, the drilling was stopped after this. As it is claimed by the state, the geological information about the drilling results was not provided to "Geological Inform" Ukraine and legally registered. In order to prove this information, we addressed to the special inform agencies and are waiting to their answer. All the details will be given to you by the end of the week. If this information proves to be true, we can speak about the intentional bankruptcy of the company. There is an information, that the company is already selling equipment. We sent the request to the Ministry of Nature and state company "Nadra Ukraine". Unfortunately, we have not received the answer yet. Anyway, we hope to inform you in the next programme.

In particular, at the official site of the Ministry of Nature you can find  information as follows. In practice, the company is liquidated with the purpose to distribute its assets among few individuals. This assumption is confirmed by foreign mass media. The following information was published by British edition Мail Online on Friday, March 12. "Shares of the focused on Ukraine petroleum company Cadogan, shot up by one and a half penny  to 15,75 because of rumors that large cash assets of the company will be transferred to the so-called loyal shareholders by means of such instrument as special dividends. Loyal shareholders are 2 - 3 persons which almost a year implement project, the main purpose of which is to gain access to Cadogan assets.

Recently, it became known that Cadogan Petroleum closed its branches in Lviv and Poltava. In order to comment on this and to give some information, we addressed to the head of the company in Kiev - Igor Delov. Unfortunately, Mr. Delov refused to give any comments.
We sent the request to the Ministry of Nature and state company "Nadra Ukraine". Because of the changes in management in the country, we have not received any comments yet, though, we've been assured to receive comments soon.

You can find the answers from the above mentioned agencies on the site of UBC Channel www.ubcua.tv in the section "Investigations".
It is likely that our investigation will provide answers to the questions:
-         is it true that drilling equipment, pipes, etc. for the amount above 200 mln. hryvna were sold by the management of Cadogan for the price 10 times less that it's real value;
-         is it true that the drilling process of the promising well Borynya-3 was stopped and the drill tower dismantled in order to hide the breach of the  technology at its final stage, which caused or could cause the break of the drilling equipment at the depth of 5000 meters.
